  16. candidate; for election-law violations; in Washington. Kemp's
  17. 1988 campaign for the White House proved anything but fiscally
  18. conservative: the Federal Election Commission found that the
  19. campaign of the onetime pro-football quarterback took in more
  20. than $750,000 in excess contributions. The campaign has agreed
  21. to pay $120,000 in civil penalties, slightly exceeding the penalty
  22. assessed against the 1988 presidential campaign of once and
  23. possibly future candidate Bob Dole.
